Jackson, is a better man then his comments.  Samuel needs to understand that the laws must change not the policing.  Being a cop today, guns, drugs and gangs.  If the Negro youth want to be street thugs they'll end up laying face down in the dirt.  Samuel, you're a smart man, teach the youth how to participate, gain education and apply their skills, talents and energies.  If you're going to steal cigars you're going to meet a cop.  If you're going to peddle illegal cigarettes on the street corner a retailer will call.  Tell the youth Samuel to get real, get honest and get rich, it's America.
