If an African person, is now inside the United States, from EBOLA infected countries of Guinea, Liberia and Sierra Leone, legal or not, they can now apply for legal status.  

This means, that the illegal aliens inside the United States from EBOLA VIRUS RIDDEN African States of Guinea, Liberia or Sierra Leone can now stay and gain citizenship even though they are illegal aliens today.

Note;  This also means that these same illegal aliens can request a expedited adjudication to bring all their relatives to America due to the EBOLA VIRUS thus expediting the immigration process to allow most likely tens of thousands of Africans from Guinea, Liberia and Sierra Leone to enter the United States and stay here in the next few months.
