The U.S. government spends billions of dollars to “resettle” foreign nationals and transparency on how the money is spent depends on the agency involved. Judicial Watch has been investigating it for years, specifically the huge amount of taxpayer dollars that go to “voluntary agencies”, known as VOLAGs, to provide a wide range of services for the new arrivals. Throughout the ongoing probe Judicial Watch has found a striking difference on how government lawyers use an exemption, officially known as (b)(4), to the Freedom of Information Act (FOIA) to withhold records. All the cases involve public funds being used to resettle foreigners on U.S. soil and Americans should be entitled to the records.

The (b)(4) exemption permits agencies to withhold trade secrets and commercial or financial information obtained from a person which is privileged or confidential. Depending on the government agency and the mood of the taxpayer-funded lawyers handling public records requests, that information is exempt from disclosure. In these cases, the Department of Health and Human Services (HHS) disclosed a VOLAG contract to resettle tens of thousands of Unaccompanied Alien Children (UAC) that entered the U.S. through Mexico under the Obama administration while the State Department withheld large portions of a one-year, $22.8 million deal to resettle refugees from Muslim countries. Most of the UACs came from El Salvador, Honduras and Guatemala and the Obama administration blamed the sudden surge on violence in the three central American nations. The agency responsible for resettling the minors and issuing contracts for the costly services is HHS.

As a result of Judicial Watch’s work HHS furnished records  with virtually nothing redacted. Disclosed were employee salaries of VOLAGs contracted by the agency to provide services for the illegal immigrant minors, the cost of laptops, big screen TVs, food, pregnancy tests, “multicultural crayons” and shower stalls for the new arrivals. The general contract was to provide “basic shelter care” for 2,400 minors for a period of four months in 2014. This cost American taxpayers an astounding $182,129,786 and the VOLAG contracted to do it was government regular called Baptist Children and Family Services (BCFS). The breakdown includes charges of $104,215,608 for UACs at Fort Sill, Oklahoma and an additional $77,914,178 for UACs at Lackland Air Force Base in San Antonio, Texas.

HHS rightfully provided all sorts of details in the records, including the cost of emergency surge beds ($104,215,608) for just four months; food for the illegal alien minors and staff ($18,198,000); medical supplies such as first aid kits, latex gloves, lice shampoo and pregnancy tests ($1,120,400); recreation items such as board games, soccer balls and jump ropes ($180,000); educational items like art paper and multicultural crayons ($180,000); laptops ($200,000) and cellphones ($160,000). Hotel accommodations for the BCFS staff was $6,765,000, the records show, and the salary for a 30-member “Incident Management Team” was $2,648,800, which breaks down to $88,293 per IMT member for the four-month period. It was outrageous that the Obama administration spent nearly $200 million of taxpayer funds to provide illegal alien children with the types of extravagant high-tech equipment and lavish benefits many American families cannot even afford for their own children.

This has become a heated issue for the government which may explain why other agencies aren’t as forthcoming in providing specific figures, thus abusing the (b)(4) exemption. The State Department, for instance, redacted huge portions of records involving contracts with VOLAGs to resettle refugees from mostly Muslim countries. The files illustrate the disparate redaction treatment given by different government agencies to the same types of records. The State Department paid a VOLAG called United States Conference of Catholic Bishops (USCCB) a ghastly  $22,838,173 in one year to resettle refugees that came mostly from Muslim countries. Unlike HHS, the agency redacted information related to what the USCCB charged the government for things like furniture, personnel, equipment and other costs associated with contracts to resettle refugees. Why did one government agency hand over the same types of records that another agency claims are trade secrets? Judicial Watch is challenging the State Department’s (b)(4) exemption and will provide updates as they become available.

HHS and the State Department work with nine VOLAGs to resettle refugees and the voluntary agencies have hundreds of contractors they like to call “affiliates.” It’s a huge racket that costs American taxpayers monstrous sums and Judicial Watch is working to pinpoint the exact amount. Besides BCFS and USCCB, other VOLAGs with lucrative government gigs to resettle refugees are: Church World Service, Ethiopian Community Development Council, Episcopal Migration Ministries, Hebrew Immigrant Aid Society, International Rescue Committee, U.S. Committee for Refugees and Immigrants, Lutheran Immigration Refugee Services and World Relief Corporation.

They were previously denied a request in June, the Obama team classified the investigation at the lowest possible level, allowing the data gathered from the investigation to be shared and leaked widely within the administration. Barack Obama, Valerie Jarrett, Michelle Obama, Hillary Clinton, Bill Clinton, Eric Holder and others are behind all the leaks, it's a criminal effort to remove President Donald Trump. 

The F.B.I. is leading the investigations, aided by the National Security Agency, the C.I.A. and the Treasury Department’s financial crimes unit. The investigators have accelerated their efforts in recent weeks but have found no conclusive evidence of wrongdoing, the officials said. One official said intelligence reports based on some of the wiretapped communications had been provided to the White House.

Counterintelligence investigations examine the connections between American citizens and foreign governments. Those connections can involve efforts to steal state or corporate secrets, curry favor with American government leaders or influence policy. It is unclear which Russian officials are under investigation, or what particular conversations caught the attention of American eavesdroppers. The legal standard for opening these investigations is low, and prosecutions are rare.

“We have absolutely no knowledge of any investigation or even a basis for such an investigation,” said Hope Hicks, a spokeswoman for the Trump transition.

4. October: FISA request. The Obama administration submits a new, narrow request to the FISA court, now focused on a computer server in Trump Tower suspected of links to Russian banks. No evidence is found — but the wiretaps continue, ostensibly for national security reasons, Andrew McCarthy at National Review later notes. The Obama administration is now monitoring an opposing presidential campaign using the high-tech surveillance powers of the federal intelligence services.

5. January 2017: Buzzfeed/CNN dossier. Buzzfeed releases, and CNN reports, a supposed intelligence “dossier” compiled by a foreign former spy. It purports to show continuous contact between Russia and the Trump campaign, and says that the Russians have compromising information about Trump. None of the allegations can be verified and some are proven false. Several media outlets claim that they had been aware of the dossier for months and that it had been circulating in Washington.

6. January: Obama expands NSA sharing. As Michael Walsh later notes, and as the New York Times reports, the outgoing Obama administration “expanded the power of the National Security Agency to share globally intercepted personal communications with the government’s 16 other intelligence agencies before applying privacy protections.” The new powers, and reduced protections, could make it easier for intelligence on private citizens to be circulated improperly or leaked.

7. January: Times report. The New York Times reports, on the eve of Inauguration Day, that several agencies — the Federal Bureau of Investigation (FBI), the Central Intelligence Agency (CIA), the National Security Agency (NSA) and the Treasury Department are monitoring several associates of the Trump campaign suspected of Russian ties. Other news outlets also report the exisentence of “a multiagency working group to coordinate investigations across the government,” though it is unclear how they found out, since the investigations would have been secret and involved classified information.

8. February: Mike Flynn scandal. Reports emerge that the FBI intercepted a conversation in 2016 between future National Security Adviser Michael Flynn — then a private citizen — and Russian Ambassador Sergey Kislyak. The intercept supposedly was  part of routine spying on the ambassador, not monitoring of the Trump campaign. The FBI transcripts reportedly show the two discussing Obama’s newly-imposed sanctions on Russia, though Flynn earlier denied discussing them. Sally Yates, whom Trump would later fire as acting Attorney General for insubordination, is involved in the investigation. In the end, Flynn resigns over having misled Vice President Mike Pence (perhaps inadvertently) about the content of the conversation.

9. February: Times claims extensive Russian contacts. The New York Times cites “four current and former American officials” in reporting that the Trump campaign had “repeated contacts with senior Russian intelligence officials. The Trump campaign denies the claims — and the Times admits that there is “no evidence” of coordination between the campaign and the Russians. The White House and some congressional Republicans begin to raise questions about illegal intelligence leaks.

10. March: the Washington Post targets Jeff Sessions. The Washington Post reports that Attorney General Jeff Sessions had contact twice with the Russian ambassador during the campaign — once at a Heritage Foundation event and once at a meeting in Sessions’s Senate office. The Post suggests that the two meetings contradict Sessions’s testimony at his confirmation hearings that he had no contacts with the Russians, though in context (not presented by the Post) it was clear he meant in his capacity as a campaign surrogate, and that he was responding to claims in the “dossier” of ongoing contacts. The New York Times, in covering the story, adds that the Obama White House “rushed to preserve” intelligence related to alleged Russian links with the Trump campaign. By “preserve” it really means “disseminate”: officials spread evidence throughout other government agencies “to leave a clear trail of intelligence for government investigators” and perhaps the media as well.

In summary: the Obama administration sought, and eventually obtained, authorization to eavesdrop on the Trump campaign; continued monitoring the Trump team even when no evidence of wrongdoing was found; then relaxed the NSA rules to allow evidence to be shared widely within the government, virtually ensuring that the information, including the conversations of private citizens, would be leaked to the media.

“Just a matter of days before the Trump administration took control, there was a decision made inside the White House that certain special types of intelligence, certain types of signals intelligence, certain types of intelligence related to Russia could be promulgated, could be shared across the whole intelligence community in ways that had never been possible before. The reasoning for that is very, very hard to determine, unless there was some kind of political motivation.”

“Why, days before we come into office, after dozens and dozens of fake news reports about potential connections to Russia, would we wish to downgrade this information and make it more shareable across the intelligence community – unless you’re hoping that somehow it will leak and be used for political purposes?” he asked.

“If you want to have an investigation on Russia, don’t look at AG Sessions; look at the Obama administration’s decisions to do things like this,” he suggested, “because it smacks of a very, very dangerous thing: the politicization of intelligence.”

FBI Donald Trump Threats - Agenda 25, Murder in the White House. - Even hard left socialist Democratic progressives like Rep. Earl Blumenauer (D-OR), Rep. Ted Lieu (D-CA), and Sen. It's where Andy Ledger always started a criminal murder investigation, at the very beginning. Random questions running through his mind; Did Hillary Clinton really have a hit list? Did Kim Jong-un of North Korea his brother?  Does CNN really have a political agenda?  Is the DNC being taken over by communist radicals?  Is the United States going to put troops on the ground in Syria?  What's the deal with the Russian ship off the U.S. East Coast. 

Andy knew this was more fake stuff, spread around like on the farm, he could smell the pony.  A lot of the news was just political hack jobs with enough bits of truth them keep people reading.

Nothing in these files except a long night and cold coffee, but he kept reading the junk, the plot to get rid of the President of the United States and other current events. Protests everywhere, hate spreading, blacks killing blacks, coal mines starting up, Iran getting their nuclear missiles.  

Andy knew that someone had to benefit if the President shows up as a dead man down by the river or even inside the White House. Maybe it was a rumor, maybe they were after some GOP Senator, maybe the whole thing was a fake move?  They had to have a fall guy.  Who would take the blame?  Maybe a Al Sharpton, Jesse Jackson or some big shot at the NAACP?

Andy knew something was up, but this stuff was garbage until he started taking his notes and drawing on his legal pad. Keeping up with the news is about impossible but keeping up with all these classified findings from DHS, CIA, NSA, FBI, DIA and others was impossible. 

Andy knew after almost thirty years of F.B.I. investigations that once a plot or murder plan is established people start to get nervous and start talking.  Somebody knew the truth if it was out there.  Somebody would take some cash in the form of a federal reward for information.  Some Islamic Radical would sell them out for a flame thrower, you never really knew. 

He also knew if he made once false move their evil plot and plan could become a reality. He didn't have a lot of time per the F.B.I. Director, in less the 72 hours they plan to kill the President of the United States, or not.

It was Andy's job and thousands of others to make sure Donald Trump was safe every minute of his life. 

Maybe it had already stated, the Russian U.N. ambassador was already dead and the North Korean leaders brother Kim Jong-Nam is dead in Malaysia and his little brother's North Korean Foreign Minister Lee Su-yong says that North Korea will not hesitate to use a nuclear weapon against South Korea, Japan, Malaysia and even the United States.

China cut off all North Korean Coal imports and refused to buy North Korean Coal which forced Pyongyang North Korea into a state of rage and worry.

North Korean President Kim Jong-un continued to threaten the United States and also continues to fire off his newly developed solid fuel missiles threatening all their neighbors as China reaches out in the China Sea and continues to build man-made islands to expand their military reach.

It's been over twenty five years since the Soviet Union collapsed and Vladimir Putin refuses to let the curtain close, he wants the Russian Empire back and he's sending military troops into Syria, Cuba, Africa and other places.

Andy Ledger knew and so did the F.B.I. Director that the past will repeat itself and it was unfolding in the headlines around the world.

New York City, Los Angeles, Chicago continue their protesting today, "Not My President's Day Rally" is the far lefts attempt to remove the President of the United States.

Worldwide the people are starting to stand up with BREXIT and now the election of a populist American President and with the cruelest Soviet Union gone it seems American Progressives want to build another collective paradise on earth.

These are not revolutionary leaders, these are brutal leaders that plan to destroy the voice of the American voters some say in the special F.B.I. brief that Andy Ledger just tossed on his patio table as he lit one more cigarette.

Andy Ledger didn't take the talk about invoking the 25th Amendment very seriously by these DNC nut jobs, but he knew a lot about the socialist communist system of controlling the news, talking big, beating their tribal drums, creating class enemies, even feeding every American home FAKE News.

Someone had calculated all these current events and he was determined to find the truth and do it quickly.

The secret Soviet Russian archives had been computer hacked years ago and all the old KGB plots and plans revealed that maybe 68 million innocents had been murdered by various means during their 75 year socialist communist experiment.

Radicals like Barack Obama, Hillary Clinton, John Kerry, Chuck Schumer, Bill Clinton, George Soros and thousands of others wanted a new civilization conjured up in their minds over drinks in Washington D.C.

Their brave new world didn't bother with typical state borders, and wanted open trade to transfer wealth around the globe.

Their evil forced creation of legal drugs, open borders, open trade, sanctuary cities and more are now doomed as President Donald Trump is the new Captain America and he is the bull in the China shop and there's no end in sight.

Andy Ledger worked on the special assignment; DNC Murders when four DNC associates were murdered soon after WikiLeaks dumped thousands of emails revealing the double dealing and plotting of the Democratic Party at the highest levels.

Many of these people are willing to sacrifice the entire population of American for their vision, humanity and morality removed from government equals Tyranny, Andy knew all about utopian dreams, he worked for a living.

Andy took out his legal pad and drew a picture of what he thought was a treacherous web of motives and suspicions. Using his decades of experience and his intuition in play he knew he could solve this murder mystery, at least that was his plan at the moment.

On his patio table the dozens of files stood nearby just like the agents that delivered them, but they were not talking, they were guarding the files, not Andy.

Becoming totally immersed in the files and looking at every scrap, every lead, every current event he determined that this was a worldwide game, maybe a fantasy threat, maybe just politics but some of these characters might be for real.

Like a show on Broadway or maybe wrestling on T.V. these prominent third rate politicians were simply trying to kill the reputation of Donald Trump, they wanted him to live forever just not inside the White House.

Just like in High School the little Democratic gangs are trying their best to be heard, change the course of the election and get President Trump out of the gold mine. They all want to be seen on T.V. and you can be sure ABC, CBS, NBC, MSNBC, CNN and maybe even FOX News would join the wrestling match.

It’s the middle of February and the soft coup against the Trump administration continues.

A “soft coup” is a coordinated effort to delegitimize or undermine a lawfully elected official.

Taken from the French phrase “coup d’état,” which translates to a strike at the State — a coup may be violent or not. In the latter case, it is a “soft coup.” Traditionally, soft coups are the stuff of Latin American political conspiracy theories and paperback novels.

Soft coups include actions of senior government officials refusing to carry out their roles in critical tasks, or otherwise acting in opposition to the letter or spirit of the law to diminish or remove de facto power from those who would otherwise legally wield it.

That’s interesting – isn’t it?  Any recent circumstances like that?  Can you foresee any on the horizon?

In 2017, propaganda is a powerful tool for shaping public opinion.  Politicized news media can be complicit in the scheme of the soft coup by engaging in false and misleading reporting, or acting as the propaganda arm of the political opposition.

Suppose the news media advanced a false narrative to sensationalize and controversialize a government official.  What about unsourced whispering campaigns?

Sound familiar?  It should.  It’s time to ask yourself some questions:

Have you seen a marked increase in supposed “news” stories attributed to anonymous sources?  How about references to multiple, purportedly confirming anonymous sources?

Anonymous sources can be important and used legitimately – but not exclusively.  After all, one might think you’re just making things up to advance your own agenda.

Have you seen news reports corrected or follow-on reporting disclaiming earlier reports?

What about claims of files, dossiers and secret meetings?  Have they eventually been discredited or exposed as false?

Have you detected a new and sudden fervor in aggressive interviewing styles from talking heads who otherwise were cheerfully complacent, or busy acting as stenographers?

Do you see certain words and expressions repeated in reporting?  How many times have you seen the words “chaos” or “chaotic” used by different reporters in any number of news stories.

Assuming use of that particular term is factually correct – and that’s quite an assumption – one would think news editors might use a thesaurus.  That assumes anyone still knows what a thesaurus is, correct?

I teach as an adjunct in the journalism program at George Mason University.  One of the points I stress to my students is that they – as journalists – do NOT want to become THE story.  They are reporting the story.  If the publics’ attention turns to them and their conduct – something is very wrong.  Guess what?  Something is very wrong.

Unprecedented in peace time, our government employees, are unlocking safes of information, stealing confidential papers and eavesdropping on conversations inside the White House and then leaking what they learn to slow or stop President Donald Trump.

Failed President Barack Obama has organized again, to fight against America and the unsuspecting citizens to secure his legacy and continue the march to a socialist America.

The world is now preparing for war on several different fronts so these government leaker's and spies are arming the enemy because they are surely leaking government war plans.

Government employees are sending secret text messages from their desks to outsiders, containing vital information purloined from government files and other records.

We've all seen the old movies and have watched master spies using hidden radio's, encoded telegrams, secret ink, pigeon's and even tiny rolls of tissue paper with microscopic writing.

Today is easier, nothing to conceal, you have a cell phone and text service, your phone encodes the message, meaning nothing can be read without security keys on both ends. You can send a thousand documents to CNN in a matter of three seconds, thousands of pictures and hours of video with a touch of a button.

It's time to hunt the traitors.

WikiLeaks proved that the entire DNC Democratic Party is crooked so when the sun rises the FBI should be interviewing Chuck Schumer, Nancy Pelosi, CNN Executives along with ABC, CBS, NBC, MSNBC, Hillary Clinton, Barack Obama, Bill Clinton and other global criminals.

Every leak weakens the nation and the traitors are camouflaged as honest hard working government employees.  They have a master and its most likely operatives of Barack Obama and Hillary Clinton through some foreign connections.

Angrily, the notes of the leakers are in code but their hidden struggle as traitors has been uncovered due to General Flynn.

These acts are not shrouded in mystery.

It is now spy hunters against the spy, between expert code writers and cryptographers, code-readers and cryptanalysts.

It could be the gal in the mailroom, the armed guard at the door, the man collecting towels for the laundry and ultimately they will be caught and spend the rest of their natural life in a federal prison.

When former President Barack Obama said he was “heartened” by anti-Trump protests, he was sending a message of approval to his troops. Troops? Yes, Obama has an army of agitators — numbering more than 30,000 — who will fight his Republican successor at every turn of his historic presidency. And Obama will command them from a bunker less than two miles from the White House.

In what’s shaping up to be a highly unusual post-presidency, Obama isn’t just staying behind in Washington. He’s working behind the scenes to set up what will effectively be a shadow government to not only protect his threatened legacy, but to sabotage the incoming administration and its popular “America First” agenda.

He’s doing it through a network of leftist nonprofits led by Organizing for Action. Normally you’d expect an organization set up to support a politician and his agenda to close up shop after that candidate leaves office, but not Obama’s OFA. Rather, it’s gearing up for battle, with a growing war chest and more than 250 offices across the country.

Since Donald Trump’s election, this little-known but well-funded protesting arm has beefed up staff and ramped up recruitment of young liberal activists, declaring on its website, “We’re not backing down.” Determined to salvage Obama’s legacy, it’s drawing battle lines on immigration, ObamaCare, race relations and climate change.

Obama is intimately involved in OFA operations and even tweets from the group’s account. In fact, he gave marching orders to OFA foot soldiers following Trump’s upset victory.

“It is fine for everybody to feel stressed, sad, discouraged,” he said in a conference call from the White House. “But get over it.” He demanded they “move forward to protect what we’ve accomplished.”
