The Department of Homeland Security (DHS) is quietly transporting illegal immigrants from the Mexican border to Phoenix and releasing them without proper processing or issuing court appearance documents, Border Patrol sources tell Judicial Watch. The government classifies them as Other Than Mexican (OTM) and this week around 35 were transferred 116 miles north from Tucson to a Phoenix bus station where they went their separate way.  Judicial Watch was present when one of the white vans carrying a group of OTMs arrived at the Phoenix Greyhound station on Buckeye Road.

The OTMs are from Honduras, Colombia, El Salvador and Guatemala and Border Patrol officials say this week’s batch was in custody for a couple of days and ordered to call family members in the U.S. so they could purchase a bus ticket for their upcoming trip from Phoenix.  

Authorities didn’t bother checking the identity of the U.S. relatives or if they’re in the country legally, according to a Border Patrol official directly involved in the matter.  American taxpayers pick up the fare for those who claim to have a “credible fear,” Border Patrol sources told JW. None of the OTMs were issued official court appearance documents, but were told to “promise” they’d show up for a hearing when notified, said federal agents with firsthand knowledge of the operation.

A security company contracted by the U.S. government is driving the OTMs from the Border Patrol’s Tucson Sector where they were in custody to Phoenix, sources said. The firm is called G4S  and claims to be the world’s leading security solutions group with operations in more than 100 countries and 610,000 employees. G4S has more than 50,000 employees in the U.S. and its domestic headquarters is in Jupiter, Florida. Judicial Watch is filing a number of public records requests to get more information involving the arrangement between G4S and the government, specifically the transport of illegal immigrants from the Mexican border to other parts of the country. The photo accompanying this story shows the uniformed G4S guard that transported the OTMs this week from Tucson to Phoenix.

Outraged Border Patrol agents and supervisors on the front lines say illegal immigrants are being released in droves because there’s no room to keep them in detention. “They’re telling us to put them on a bus and let them go,” said one law enforcement official in Arizona.  

“Just move those bodies across the country.” 

Officially, DHS denies this is occurring and, in fact, earlier this year U.S. Customs and Border Protection Commissioner R. Gil Kerlikowske blasted Border Patrol union officials for denouncing this dangerous catch-and-release policy. Kerlikowske’s scolding came in response to the congressional testimony  of Bandon Judd, chief of the National Border Patrol Council, the labor union that represents line agents. Judd told lawmakers on the House Judiciary Committee that illegal immigrants without serious criminal convictions can be released immediately and disappear into the shadows. Kerlikowske shot back, telling a separate congressional committee: “I would not stand by if the Border Patrol was — releasing people without going through all of the formalities.”

Yet, that’s exactly what’s occurring.  This report, part of an ongoing Judicial Watch investigation into the security risks along the southern border, features only a snippet of a much broader crisis in which illegal aliens are being released and vanishing into unsuspecting American communities.  The Senate Subcommittee on Immigration and the National Interest addressed this issue just a few weeks ago in a hearing called  Declining Deportations and Increasing Criminal Alien Releases – The Lawless Immigration Policies of the Obama Administration.  

Judd, the Border Patrol Union chief, delivered alarming figures at the hearing.  He estimated that about 80% of apprehended illegal immigrants are released into the United States.  This includes unaccompanied minors who are escorted to their final destination, family units and those who claim to have a credible fear of persecution in their native country.  Single males that aren’t actually seen crossing into the U.S. by Border Patrol agents are released if they claim to have been in the country since 2014, Judd added.

Homeland Security already hiring 1,000 employees to carry out Obama amnesty

Department of Homeland Security officials wasted little time in ramping up for President Obama's amnesty, posting 1,000 job openings the day after his announcement and announcing it already has space for hundreds of employees at a new location in Arlington, Virginia — an indication that it had laid its plans well before Mr. Obama's announcement.

And even though Mr. Obama said his policy is temporary, U.S. Citizenship and Immigration Services is hiring the employees for permanent positions, at salaries of up to $157,000 a year, according to the job postings listed on the official federal jobs website.

"USCIS is taking steps to open a new operational center in Crystal City, a neighborhood in Arlington, Virginia, to accommodate about 1,000 full-time, permanent federal and contract employees in a variety of positions and grade levels," the agency said in an internal email to employees on Monday. "The initial workload will include cases filed as a result of the executive actions on immigration announced on Nov. 20, 2014."

A number of the job openings were posted the day after that Nov. 20 announcement, and those postings have already expired, suggesting the agency already has filled some of the slots.

In a statement, USCIS said it was trying to get its operations in order for when it begins to collect applications.

"Increasing staffing will ensure that every case received by USCIS receives a thorough review under our guidelines," the agency said late Wednesday.

But Ken Palinkas, head of the labor union that represents USCIS employees, said he couldn't see any way that the agency could hire enough good people in time to process the millions of applications that are expected.

"I can't see how they could," he told The Washington Times. "I think what they're leaning toward is just getting the paperwork done regardless of who does it. You have to vet these people."

The employees will need to undergo checks, and some will require security clearances, which is an even longer process.

Mr. Palinkas said the large scale of the hiring and the new office space suggests to him that the White House had its plans in place for some time ahead of Mr. Obama's announcement last month.

"It's so orchestrated it's pathetic," he said.

Sen. Jeff Sessions, an Alabama Republican who has taken the lead in fighting Mr. Obama's policy, said the new facility in Virginia is "a clear symbol of the president's defiance of the American people, their laws and their constitution."

"He is hiring federal employees to carry out a directive that violates the laws Congress has passed in order to foist on the nation laws Congress has repeatedly refused to pass," Mr. Sessions said in a statement.

Mr. Obama's program envisions nearly 5 million illegal immigrants would be eligible for "deferred action," which entails a proactive promise that they won't be deported, a work permit to allow them to compete for jobs and the ability to get driver's licenses in most states.

The White House says the program is a recognition of the reality that most of those illegal immigrants won't ever be deported, and carving them out officially will leave immigration agents free to go after the few serious criminals among the illegal immigrant population.

Louis D. Crocetti Jr., who used to run USCIS's fraud unit until he retired in 2011, said for the agency to properly ramp up its new policy, hire and train staff would take about a year. That's far longer than the time frame the Obama administration has talked about.

"I don't see how they could possibly recruit, hire, screen, go through all the national security background checks and train everyone within six months," said Mr. Crocetti, who is now principal at the Immigration Integrity group. "That would be a very, very steep challenge, one that could only result in consequences of poorly trained staff."

Mr. Crocetti said fraud will be a major problem for the new amnesty — though just how big is anyone's guess, because the administration has turned a blind eye to those warnings, he said.

He said the administration had a chance to test out its policies with the 2012 deportation amnesty Mr. Obama announced for so-called dreamers, of which more than 600,000 have been granted.

That program, known as Deferred Action for Childhood Arrivals, has an approval rate of more than 95 percent — an astronomically high percentage for an immigration benefit, according to analysts.

But Mr. Crocetti said the administration has declined to do the kinds of compliance or fraud checks that would determine whether bogus applications are being approved.

"The DACA was a golden opportunity for CIS to build this thing and get it right and iron out the wrinkles and be prepared for that one-day large amnesty program, which is inevitable — and they didn't do that," he said. "They didn't address the fraud."

He said part of the problem is the very mission of USCIS, which is tasked with doling out immigration benefits. Senior officials at the agency judge it based on approvals, so it's "not helpful" if the fraud detection unit comes out with assessments showing problems in some immigration programs.

"There is an internal conflict of interest where you've got a benefit agency that has to give the benefits to the people, but at the same time they're vulnerable if they start showing how much fraud there is, because what about the fraud they're not catching?" he said.

He said it's been "years" since a fraud assessment was completed. He recalled one fight with senior officials during his time at the agency when he detected a 21 percent fraud rate in immigration petitions related to marriage — only to see higher-ups question his methodology, scuttling the report's release.

On Tuesday, while testifying to Congress, Homeland Security Secretary Jeh Johnson acknowledged that fraud was a concern.

"Fraudulent applications have the potential to undermine the whole process," he told the House Committee on Homeland Security. "In the planning for the implementation, I want to be sure that we take a hard look at best practices to avoid fraudulent applications, fraudulent misuse of the program. That's a priority of mine."

Of the 1,000 new jobs USCIS has advertised for, seven are designated as part of the fraud-detection unit. Their pay ranges from $75,621 a year to $138,136 a year, according to the job postings.

Immigration services officers fresh out of school are slated to make as little as $34,415, while top-level supervisors will make up to $157,100 a year. The postings said there are "many vacancies" for those high-level jobs.

Censorship is the suppression of speech or deletion of communicative material which may be considered objectionable, harmful, sensitive, or inconvenient to the government or media organizations as determined by a censor.
Political censorship occurs when governments hold back information from their citizens. The logic is to exert control over the populace and prevent free expression that might foment rebellion. You have the right to object and complain in a safe and legal manner. The government cannot halt your freedom of speech or inspire your neighbors and friends to spy on you through any form of political censorship.
This president has requested that others spy of your speech, behaviors and your thoughts. The censorship of thoughts, communications and actions are not new to human history, President Barack Hussein Obama needs to refer to historical events before he attempts to control the population of free citizens. His propaganda, his needs for his stated objectives are no more important than yours. His powers are limited by the Constitution of the United States which he has disregarded.
Independent journalism to verify and confirm the actions of the government, including congress and the judicial has been made voiceless in recent years making the free citizen limited in knowledge. Newspaper articles are now limited and offer limited details. Television news is owned by massive business and their own financial interests and political agendas limit their coverage and in depth coverage is almost nonexistent.
The republic of China has instituted thousands of persons as their government internet police and it seems that President Barack Hussein Obama will be monitoring the voices, emails, and communications of the free citizens of the United States of America to control the population.
His attempt to hinder publications and distribution of ideas are the same as Arab socialists in Iraq, Communists in China and also Cuban media among a few. This sanitization policy allows President Obama to control the thoughts and communications of the free citizens.
It is certain that the U.S. government must have already hired censors to collect and report offensive or challenging thoughts and ideas from the people. There are only a few rational and reasonable reasons to censor. This censorship must be used to stifle, gag and repress some opposing thought and stop free citizens from arguing against the presidential plans and actions.
We are now moving quickly to a near-censorship situation. The government will hold information and the free citizens of the United States will barely know true and real facts. Through these presidential actions the free citizens of the United States will fear open, honest, safe and free communications of ideas and actions.
Your rights as a free citizen of the United States of America are now in full Peril. Your freedom to assemble, your freedom of movement, freedom of association, freedom of religion, freedom of information, thought and press is something that tens of thousands of Americans have paid for with their very life.
I urge you to write the President today and counsel him against his socialist activities, attempting to destroy capitalism, negating free enterprise and freedom of speech as he fails to understand that the United States of America is governed by our Declaration of Independence, Constitution of the United States and Our Amendments by the people and for the people.
