U.S. Citizenship and Immigration Services will have to be ordered to redirect funds and personnel away from its statutorily mandated enforcement duties and towards processing applications, amnesty benefits, and employment authorizations for illegal immigrants and illegal overstays. It is a massive and expensive operation.

And it cannot be implemented if Congress simply includes routine language on any government funding bill prohibiting the expenditure of funds for this unlawful purpose. This is the same way we prevented the President from closing Guantanamo Bay. Such application of congressional power is ordinary, unexceptional, and used thousands of times.

Congress has the power of the purse. The President cannot spend a dime unless Congress appropriates it.

As a taxpayer,  “use every tool available,” and put “riders on appropriations bills that say no money shall be spent to execute this policy.” of illegal aliens and then demand that organizations like The United Methodist Home for Children in Mechanicsburg Pennsylvania Cumberland County be forced to pay the money back.  Yes, take these lawless organizations and stand before a judge and get the taxpayer money back.

The Congress, not surprised, plans on taking possible criminal actions against Barack Obama for violating his oath of office and removing his entire record of executive orders.  As the fictional story goes Barack Obama may be arrested and his entire roster of executive orders made void by Congressional leaders.  The DNC Liberal Progressive Democratic Socialist Party is facing very harsh backlash concerning the illegal alien White House leak that will collapse the United States into civil unrest across the nation.  One report "the people spoke on Tuesday - but the President didn't hear" seems to be the current theme across the country unless you work inside the White House. 

Some say that the Congress can in fact arrest and remove the President of the United States as his actions are considered crimes against the state and have no Congressional Authority.  Allowing over 4 million illegal aliens to become legal by executive order alone lights the civil unrest fuse that can lead to large scale violence some say.  The citizens of the United States voted Barack Obama gone during the November elections but the radical black wants to be remembered in the history books. 

White House lawyers are said to be working late, eating pizza and getting ready for the legal challenges.  Congressional insiders, some report, that there will be no traditional legal challenge as a first step.  A legal challenge takes too long so the Congress will do and act the same way that Barack Obama does and simply take actions and remove the President.  If Barack Obama continues to break the law or acts lawless against the American people he will be treated like a criminal.  Some already say that the estimated 3,000 to 5,000 people that guard the president will not protect the president from the people even if the could.  Obama is reported to be just as dangerous in China as he's making promises on so-called climate change to keep the cash flow from progressive radical socialists.  It was noted that Obama was very nervous in China and was uncomfortable around the real Dictators of Putin and the Chinese menace.   Obama was chewing his nicotine gum fast and furious because he's truly intimidated by Putin of Russia as Putin disregards the radical negro and paid attention when Obama's power was removed by voters.

The first step will be to arrest and remove the President Barack Obama from the White House and hold him in first class federal jail.  The President has executive authority and can do anything he wants says one insider but therefore so can the Congress if the President is deemed to be dangerous and lawless.   Imagine a president moving the U.S. Military to strike in Cuba or Mexico by executive order, the lawless president would be removed.  To save the United States Abraham Lincoln freed the negro by executive order during the civil war.  This president, Barack Obama, plans on freeing the Latino Mexican illegal aliens inside the United States to start a new civil war.  If civil unrest turns to violence it is planned by Barack Obama to use other standing executive orders and actions to confine the violence using DOD, FBI, FEMA, DBP, CIA, DIA and other agencies that have been armed and positioned all across America.

The President’s Deferred Action for Childhood Arrivals (DACA) program was created by a June 15, 2012 Executive memorandum and allows illegal aliens to obtain a two-year deportation deferral, subject to renewal, along with work permits. The program applies to individuals who were under the age of 31 on June 15, 2012 and have been unlawfully residing in the country continuously since June 15, 2007. According to Customs and Border Patrol (CBP), there was a 412% increase in Family Unit apprehensions and an 88% increase in Unaccompanied Alien Children apprehensions at the Southwest border in FY2014 through August compared to the same time period for FY2013. 
I visited the Southern border on October 24th and received a briefing from CBP agents at the McAllen Station in the Rio Grande Valley. The blunt assessment of CBP agents was that the President’s amnesty, in particular the DACA program, has been the root cause of the surge of illegal aliens crossing our Southern border. CBP agents warned that further executive action to relax deportation standards would result in approximately 100,000 additional apprehensions next year within the McAllen jurisdiction alone. To add context, they stated that for every individual apprehended crossing our Southern border, two to three go undetected.  
Given all of this, I watched in astonishment the day after the election as President Obama held a press conference and doubled down on his mission to grant mass amnesty by the end of the year. At a time when the work force participation rate stands at its lowest level since 1978 (62.7 percent) and we are trying to decimate ISIL, the last thing our country needs is to grant work permits to millions of undocumented individuals and advertise to enemies that our borders are not secure.
The President is also creating a Constitutional crisis, which I spoke of on the House floor in July. I stated that Democrats had gone from "Yes We Can" to "Because We Can." I asked if the President has the power to delay part of a law, can he delay an entire law? I asked if the President has the authority to allow illegal individuals to stay in the country, does he have the authority to tell legal citizens to leave? The point being, where does the President’s power begin and end if he is allowed to act beyond the scope of his authority in furtherance of a purported greater good? The law is not a suggestion. 
Remember the words of Thomas Paine: “The greatest tyrannies are always perpetrated in the name of the noblest causes.” I have listened to Democrats argue that Congress should “do the right thing” and “get out of the way of this President.” However, our Founding Fathers established a system of government that emphasizes process over result. It is the integrity of the process that allows Americans to have confidence in the resulting government action. The Democrats’ “ends justify the means” approach is a threat to the institutional integrity that is the backbone of America’s three branch system of government. Article I, Section 8, Clause 4 states that Congress shall have the power of establishing “an uniform process of naturalization," not the Executive.  

I will re-introduce legislation to freeze DACA and tie the President's hands with regard to the creation of future deferred action programs at the beginning of the 114th Congress. I hope my Democratic colleagues will join our efforts to stop the President's amnesty and respect the will of the American people. This election was a referendum on the Obama doctrine of lawlessness that is cracking the foundation of our democracy and shredding the Constitution. The American people want it stopped, period.
