Barack Obama has decided that Negro Slave Restitution is a national requirement and in that Congress would not approve his $3.7 Trillion Dollar Restitution for Slavery Law he has claimed All These Lands and Property for the federal government to re-distribute wealth to Negroes only. 

The New Upper South country takes in the prior states of Georgia, South Carolina, North Carolina, Tennessee, Kentucky, Virginia, Maryland and Delaware.  President Barack Obama has also deemed Charleston South Carolina the new capitol of the New Upper South and federal troops and national guard units are now stationed with the city limits in force.
